More Fuel for Debate on Malaise

Perhaps the most enduring political debate in California — right up there with water — is whether the state’s periodic plunges into economic recession are caused by circumstances beyond its control or a self- inflicted malady. The business community picked up on that phrase and in recent years has been issuing an annual list of “job killers” – bills sponsored by environmental, consumer, labor and legal groups they say are needed but critics say exacerbate California’s economic woes.
